Because all digital copies come with a generic cd-key. If you want to play on multiplayer you need to request a unique one from their customer support.
There used to be a generic CD-key used...in some cases. Where they needed to ask for a unique CD-key. (In some other retailers it was the standard practice. Where you had to contact for a unique CD-key.)
If it is still not working as in someone is using it, then you should contact steam. As if your CD key is already in use, that means that your CD-key is not unique.
Where is the proof? as far as I know, if you try to enable an used key on Steam, it won't let you and will present and error for "already used key".

And that is the thing. If you use it on Steam.
The game is sold by other retailers as well, and if i recall well by Beamdog itself directly.
So it is entirely possible they mixed up. And a smaller batch of cd-keys interlap among a few retailers. Though unlikely.
(Another option is that hacked cd-keys are also in circulation.)
If he joins a server it does not mean that the other person is also using a Steam retail version of the game.
