So if you look at barbarian on the wiki you can see it gives 4+ int modifier skill points. Some classes give more or less than this. https://nwn.fandom.com/wiki/Barbarian
A nonhuman barbarian with 12 int would get 5 skill points per level for example. Humans get an extra int modifier worth of skillpoints.
Anyway, the modfier only goes up at even numbers of abilty scores, so INT 12, 14, 16, 18. Raising INT from 12 to 13, for example won't change the skill modifier.
So adding points to Intelligence does increase the skill modifier, but only by 1 for each even Intelligence score you reach. During character creation costs for raising ability scores increase above 14 (you have to invest 2 points for raising the score by 1) and above 16 (you have to invest 3 points for raising the score by 1).
So if you start at INT 8 (-1 skill modifier), every 2 points you invest give you +1 skill modifier, until you reach 14, then 4 more points give you another +1 skill modifier, and above 16, you'd need to spend additional 6 points to reach the next even number 18 and get the max of +4 skill modifier. That's only worth it if Intelligence is your main attribute though, that is if you're a wizard, and even then it's rather costly at character creation. You will get the chance to raise one ability score for free every few levels.
