If your question was about increasing the number of spell slots instead, you do that by leveling up.
Melee weapons use STR, ranged weapons use DEX. Since low level wizards have few hitpoints only and can't wear armor, it's probably best to keep your distance from opponents and attack them with spells and a ranged weapon from afar, especially if your DEX stat is higher than your STR stat. You can distract enemies with your familiar and/or the Summon Creature spell. The most typical weapons for low level wizards in NWN would be a quarterstaff as a melee weapon and a crossbow as a ranged weapon. You can also use wands, but they are not treated as weapons to wield, you just drag and drop them into your quickslot bar and use them like you would use a potion (they usually have limited charges and are useless once the charges are depleted).
For increasing the number of specific spells you just add them to your spell slots.
Example is if you fill up your Basic 4 starter slot with Ray of Ice you will have 4 charges of Ray of Ice on the hot bar. That's what i did with fire ball. my whole level 3 bar is just fire ball and my whole basic spell bar is color blast.
You get more spell point the more ranks/levels you have into your magic class for wizard. It really appears every time you rank up your magic like unlocking tier 2 spells you get a extra spell slot for rank 1 and basic's.
If your a selfish style player you get one wand/one handed weapon in the docks in chapter one if you explore. it's part of the quest for the local priest and says it belonged to his brother and he will request it back. beyond that your kinda locked to Knife, bow staff, or club. This info is only for Module 1. Everything else i don't know because i'm not that far.
That might sound a bit misleading to new players. It's more like "If you want an arcane spellcaster that can cast a specific spell more than once a day without memorizing it first, that's the Sorcerer." As mentioned, wizards can cast a specific spell more than once a day, too, if they memorize it more than once first.
Dagger and crossbow, to be precise. Wizards can't use bows, unless they're elves or invest in the according weapon feats.
