Report a translation problem
Do you have any mods installed? Is it just GMW or any of your other spells? Do you have defensive casting mode active? Try disabling that and see if you can cast it. Defensive casting makes you pass a skill check before you can cast a spell. At low levels your concentration skill is probably too low to pass it reliably.
I just checked in game, I had no problem casting Create Undead and then casting GMW.

Some spells require continued concentration to keep them going. Concentrating to maintain a spell is a standard action that doesn’t provoke an attack of opportunity.
But since you can cast it, must be something else going on.
Pretty crazy ♥♥♥♥. Not a single mod installed, just the base game. No feat or skill activated too.
Just one thing, I'm having this problem on the Nintendo Switch version of the game.
