Here is my walkthrough (really walk through). Go to 1:31:46 to see effect of the lever.

Yes it does, it removes the wall on the right side of the area. the door on the left side cannot be opened from where you are. You have to enter into that area from the other entrance on the 2nd level. There are two ways to get into where you are. you only found the one entrance.
What seems to have happened is that I had already moved the wall to the left, because I had entered that area in a different way, I think maybe by falling through a pit trap, and then doing something else to remove the wall. So when I came back around, the lever had already been activated, and so didn't do anything.
In my case what I needed to do was backtrack to the second level and proceed to the area that was now open to explore. I did that and now am almost all the way through level 3 :)
