If you're dual wielding you'll end up with 6 APR, so 2 attacks in each flurry, but Haste wil push you to 7 APR giving you 3 attacks in that first flurry.
Halfling has Rogue as a favored class. Human and Half-Elf use their highest class as a favored class. You could also use Champion of Torm, instead of Fighter. As a prestige class it doesn't count towards XP penalties. Another option would be to use Assassin with Fighter. Assassin is also a prestige class, so it doesn't contribute to XP penalties, but you do get fewer skillpoints per level than Rogue.
Depends on the module, though. I've finished the OC, SoU and HotU that way, but, for example, I don't think ADWR is possible without something similar to the multiclass build recommended by Valine.
While i like halfling, his low strength coupled with small stature limit his damage a lot unless you happen to be in an high magic module/pw showering you with strong weapons. This makes fighting sneak immunes a real chore.
Lower hit points, lower BAB, tons of sneak immunes... yeah, definitely a tough life.
I still find it fun so i'll end up trying to use it in some easier modules.
