Guys, did you bother to read the question? No offense, but how any of the above helps?

To the question: you cannot get it as a loot in some designated place in OC, but to my knowledge all the containers that have randomized loot will have their loot tables include any extension items deemed to be possible to get through such random containers.

So - while I cannot confirm it 100% as it requires a lot of retries, it could be possible to get it in the randomized loot of a container with the appropriate "quality" - likely, boss chests and so on. I would also bet it's Act 3+ only because anything before is just too low level.

In wailing death campaign its random loot for the most part. In Hotu there is a specific drow duel wielding and one of the weapons he drops is the rapier.

The Rapier of the High Road is in fact an OC weapon. Look for it in level 11+ chests. These should be the big ones, often with a scorch mark near it to show its dangerously trapped. You can increase the odds of getting the weapon if you save before opening, then reload if you don't get the rapier.

Yes, I finished the game as my rogue with it. it can be found/obtained somewhere in chapter 3 I believe

take weapon focus rapier (and nothing else). If you have a weapon focus, some chests (which always spawn weapons) will give you a weapon you're focused in. (if you have multiple focuses, it takes the one with the earliest feat id to determine the item drop).

After that it's just making sure you're high enough level to get it as loot.
