You can get rid of it by putting it in your quickbar and then using it
I have found only one fix (?) here:
https://neverwintervault.org/project/nwn1/hakpak/remove-pc-properties
and I don't know what to do with these "*.ncs" files
But it is not for EE version.
And even this fix will work, it is still a serious bug

Almost everything you find on the vault will still work for EE.
I haven't used those scripts myself, but TheKrit's work is normally excellent.
General tip : clear out the override folder before playing custom modules.
for example I have my greatsword bound to f7, manually put the pc properties item into the f7 slot, hit f7 then drop the greatsword back into the f7 slot, will delete the item from the inventory and keeps the quickslot usable
The only official workaround is (re)creating the character in NWN 1.69 or EE
What did work was using a now builtin script which will remove the cannot drop flag from these items already in your inventory. It is puzzling to me that they didn't fix the bug so it does not happen in the first place but this works reliably at least.
To do this I had to access the console (mapped to the tilda key here) and then enter:
DebugMode 1
dm_runscript nw_itemreset
DebugMode 0
Then you can drop the items or put them in a chest etc.
