It's already 60hz. but the screen tearing, I used the nvidia panel to force Vsync. It's ok now, but can't understand why cant set it in the game's options.
i am not willing to grill my GPU by running this game at 300 fps
You can set the max fps in your videocard software! (Nvidia Control panel for example)

You don't have to. Game Options -> Graphics -> Frame Limiter.

i am on linux, there is no gui.
Use CTRL+F and type in "graphics.video" to jump to the below section quickly and make sure your refresh rate is correct and VSync is set to "true." In-game, make sure you are set to Exclusive full-screen (with the proper resolution and refresh rate) and definitely make sure your in-game frame limiter is disabled (it's terrible anyway).
In your NVIDIA Control Panel, make sure the VSync setting for "nwmain.exe" (Neverwinter Nights) is set to "Use the 3D application setting." You can turn on Triple Buffering (right above the VSync setting) for extra performance.
If you set everything up properly, your in-game FPS should be whatever your monitor's refresh rate is (providing your PC is strong enough to handle that amount of frames obviously). You can enable the built-in Steam FPS counter in-game by clicking Steam at the top left > Settings > In-Game > In-game FPS counter (Pick an option - I do Top-left).
