Long answer:
A creature skin is used by module makers to give creatures persistent item properties. E.g. a zombie has a creature skin that gives it immunity to critical hits, level drain and all the other stuff that undead are immune to. These items should not be dropped, but occasionally one of them gets flagged as droppable and PC can end up picking them up. It's supposed to be one of those behind the scenes things that players never see.
On occasion these skins are given to PCs, the most common usage is with polymorph effects (Shifter abilities and polymorph spells) but sometimes it gets used for other things (in my module, Sea of Shadow, I use one to put a curse on the PC). When Wyvern Crown of Cormyr was released, the module makers found a way to add rideable horses to the game. They had to use PC skins to implement this. That functionality has subsequently been added to the base game, and the item you found was one of these skins.
It shouldn't be replacing the loot. Most of the loot is generated by a script that picks from list of appropriate treasure and that item shouldn't be on the list. That particular creature probably wasn't configured properly, so it should be an isolated incident. If you start seeing more skins dropping then you might have a bug.
