Globe is better in low magic settings and iirc, specifically in the Wizard vs Rakshasa Shifter matchup since it blocks Lv4 Ice Storms (Druids casting as a spell count as Lv5 though)
"iirc"=If I recall correctly.
As a general rule, Mantles are better since they can stop a spell of any level. However they also have a limit to the number of spells they can stop while Globe does not. So if you're trying to clear a room full of Imps who are spamming low level spells against you, Globe is better. If you're trying to fight a Lich who can drop Meteor Swarms on you, then Mantle is your go to spell. Don't forget that Ghostly Visage and Ethereal Visage can also stop low level spells.
The beauty of being a Wizard is that you can adjust your grimoire to the encounter your facing and use both spells. If you're playing a Sorc, go for the Mantle (7th level spells suck, and you want as many of the good 6th level spells as you can get).
