Report a translation problem
Under [Game Options] you should find the line Visible Cloaks=0. Change the 0 to a 1 and save. If there is no mention of cloaks add the line Visible cloaks=1.

Ok, are you sure you have removed all mods/overrides? There's two locations to check. In Documents > override and in the steam folder under workshop in the folder beginning 744.
Are you playing a community module or one of the modules that came with the game? The author may have turned that cloak model off.
Download Kamiryn's Character Customiser from NeverwinterVault https://neverwintervault.org/project/nwn1/hakpak/original-hakpak/customize-character-override-hak-ccoh
This enables you to alter your appearance ingame. It's possible you can find a cloak model that is visible. There are around 13-15 cloak models iirc. If they are all invisible then I don't know what else to suggest except to try Beamdog support, sorry.

Which one? That is likely your cause. Link it if you want. If it is ragnarok's animations and Kamiryn's customiser I imagine whoever uploaded it to workshop from the vault set cloaks to be off because not all cloaks and robes work well with the anuimations. The link to Kamiryn from neverwintervault can fix that. (Seriously, just ignore the workshop. it only causes issues. Get the stuff from NeverwinterVault)

1) Go to documents/neverwinter nights
2) Open nwnplayer.ini in Notepad++
If they're not there, add these lines:
[Game Options]
Visible Cloaks=1
2) Open nwn.ini
If they're not there, add these lines:
[Game Options]
Visible Cloaks=1
(Notepad++ will show you if something is written wrong. You'll see that there is a structure in the code)
Save both files.
I swear, it worked for me after i tried everything else.
I have NWN:EE and a lot of mods. And latest NVidia drivers.
