No, thats how it supposed to be. One size bigger means you'll get +4 bonus for your attack check against discipline check of knockdown targer to determinate if you can knock them prone. Size has nothing to do with attack penality itself, it will apply against any target just the same no matter how large or small they are.
E.g.character makes a Knockdown attack against goblin with AB 19 - 4 (from KD) = 15
Goblin has AC 12 therefore attack connects.
Now characters makes additional AB check, using his pervious AB roll + all Size Modifier Bonuses/Penalties to determinate if target will be knocked prone. This check is made against target's Discipline skill. And thats is where Improved Knockdown +4 bonus kicks in.
