No wonder.. it doesn't really fit in.
In 1372 DR, both Bruenor Battlehammer and Obould Many-Arrows signed the treaty. It ended the fierce war between the newly recovered dwarven kingdom and the beginnings of the orc realm known as the Kingdom of Many-Arrows.

I expect this king oubald was your king's father. judging by the dates.
I disagree. His entry in the Forgotten Realms wiki says that he had eight sons, and it lists six of them. None of the six listed had the name Obould. Even if he DID share that name with one of his other sons, it probably wouldn't have the "Many-Arrows" part, as "Many-Arrows" sounds like it's a sobriquet that was earned in battle or for surviving assassination attempts. After all, that armor of his is near-indestructible.
I suspect that it's the same Obould. To my knowledge, even though Neverwinter is an ally of Mithril Hall and Silverymoon, the city isn't part of the Silver Marches Compact. So it's not bound by any treaties the Silver Marches Compact signs, as it has i's own agreement with them. Besides, Mithril Hall and Silverymoon are a major power bloc within that confederation, but the other cities have their own blocs, and there's familial links between Mithril Hall and the dwarves of one of the other cities. So even though Neverwinter might very well have treaties with both Mithril Hall and Silverymoon, it might not have treaties with the other cities in the Compact.
