Some HAKS can be placed in the override folder, but that should not be done unless you know what you are doing since that will affect all modules and possibly cause severe conflicts.
hakpacks have to be defined for their usage in the module itself (See "Custom Content" tab in the module properties inside the Toolset after opening the specific module) and placed into Documents\Neverwinter Nights\hak
It's also a bad idea to put game mechanics altering files into Documents\Neverwinter Nights\Override (do not touch NWNEE_ROOT\ovr) because you'll make yourself incompatible to most servers.

But I wanted this to work with Tony K. battle AI and author made 2 haks one with 3.5 rules and his AI changes (which I didn't like) and another 3.5rules but without AI changes (that means Tony K. battle AI applies if this mod installed). So grab NWNHAK extractor, open file ''35edition with BioWare AI.hak'' and extract all files and put into override. Now from 3.5rules.hak you have files in your override that works with any module including original campaigns as 3.5 dnd rules with many changes.

In brief, edit > module properties > custom content. Add haks from the dropdown. You have to put the haks in the hak subfolder in Documents first.
