NWN:EE from Steam plays perfectly without internet, but the installation needs internet.

There is an exception. To download Steam Workshop Items (fan-made mods), the Steam client must be running, with an internet connection, which is fair enough. However, after downloading, those Workshop Items still won't load in game unless the Steam client is running, which seems like a bug.

The workaround is to move the Steam Workshop Items into the corresponding folders in Documents (or download from neverwintervault.org, which has a very much larger selection).
