Well there is also that crafting costs XP in the ruleset the game is derived from.
I don't know their reasoning for XP but you could decide in your game you had to find rare ingredient instead. But this game uses official rules not house rules.
IIRC in classic campaign a blacksmith also can craft or upgrade weapons for you if you provide him ingredients?
