There you'll find the hak, tlk, ambient, erf (may need to create an ERF folder), etc.
Those under steamapps/common are the game files and not user/custom files. (And will be overwritten when there's an update on Steam, if I'm not mistaken)
P.S. There is a way to change the paths that the game picks up the custom fIles from however, which I'll share a link to more info when I can.
Just subscribe to the CEP in the Steam Workshop. Start NWN:EE so that the files start to download. Once downloaded, you can play modules and servers made with the CEP. Be patient, it's a 6 GB download and Steam Workshop doesn't give you a progress indicator.
Note: If you unsubscribe from the workshop version of the CEP, it get's deleted from your hard drive. This is not recommended if you ever plan on building your own modules that use the CEP.
If you will be playing NWN:EE, but not through the Steam client:
Download the CEP from the Neverwinter Vault - http://neverwintervault.org/cep. Decompress the contents of the folders inside to the matching folders in your Documents/Neverwinter Nights folder. If a folder doesn't exist yet, just create it.
Note: If you get the files this second way, they will also be used by the Steam version of NWN:EE. Probably the best method of getting it, to save 6GB of hard drive space and 5 GB of data usage.

Tried that. Still telling me the same thing.It's very odd.
