Heroes of Neverwinter Portrait Pack
Does it worth it? How many new portraits do you get?

I'm okay for some transactions but that portrait pack should have been at least 30+ for its price, especially if you consider how many free ones are on the workshop.

The Quality Fantasy Pack on the workshop gives you far, far more portraits for free. I'm all for supporting Beamdog but the Heroes Pack is not a wise purchase.

The "free" ones on the workshop are likely pirated, using people's art without their permission and without paying them for the right to use them. I don't know for sure if that opens up Steam to a lawsuit for hosting and distributing pirated material, but it would be a shame if Steam was sued and chose to close the workshop and/or remove this game from their library, all because some people chose to steal art and post it in the workshop.

I think it's okay, under Fair Use. It's not like you're making money off of them.

I won't speak as to whether this constitutes infringement, but if it does, they'd probably just remove the mod, not the whole game.

Some might be, I'm not going to doubt that, but I guess it just goes by the "if its public for all to see, its fair game" when it comes to virtual pictures.

I can understand someone getting upset if they aren't getting credited for their art work, but at the same time if someone throws something out that is meant to get views, and someone uses it, I see no reason for them to get upset over it.

As long as someone isn't profiting off it, normally its fair use unless stated by the person posting the picture.

Doesn't really work if you post something and someone uses it and then they go "But they can't use it! I forbid it!" Yeah, well maybe you should have said that ahead of time and/or not made the post public if you didn't want fair use for it.
