Additional to the above: you can set up pretty much any action, spell, feat or item in the hotbar (the F keys). Just right click on an empty space and assign it via the radial menu. You can also drag spells an items down there.

Yes. Anything that's present on the wheel can be placed on the bar. In fact there's at least one thing you can do via the bar that you can't do directly (so far as I'm aware). If you add the inspection action (the eyeball) to the bar, you can use it to view a party member's description card like you can any monster or non-party NPC.

Your normal hotkey bar already comes with Stealth Mode and Detect Mode automatically on your Bar. They're F1 and F2 respectively. You can inspect something or any object by right clicking it and using the radial menu to locate "Examine" and it will give you the target's description and details, like weight or combat effects like damage, crit multiplier and stuff
