Report a translation problem
I'm trying to think what else it could be... Where did you look for you .ini file? (just so that I know, as I don't have a Steam folder). There should be a folder full of binaries, and another folder full of configuration files and data.
My friend had success with uninstalling and then deleting both directories (users/documents/Never.. and the steam/libraries/... Can't remember the exact number, but it's the one with nwnmain.exe)
I only know the common wisdom. Once you throw variables at me, like "your wisdom didn't work" I get kinda lost :)
In your steam library, look for the section called tools.
Under that is the steam common redistributable files.
Right click that and go to properties then local files and verify that.
This issue is happening across several games and it may be the culprit, but not 100% sure yet.
