These packages, contrary to being hosted by NWNX, do not contain NWNX:EE. If you need nwnx:ee (Linux only), get it here: https://github.com/nwnxee/unified/releases
If you wish to run a nwn:ee dedicated server with nwnx:ee on Windows, you can do so via Docker (or use Docker in Linux as well): https://nwnxee.github.io/unified/#autotoc_md172
see http://neverwinternights.info/dedicatedserver.htm for the command line options. They are the same for NWN v1.69 and NWN:EE
NWN:EE is DRM-Free and can be started without Steam. You will *not* need a CD-Key to run a dedicated server (you will however need a valid CD-Key if you want to log into it).
Also, you will need a dedicated IPv4 address with proper port forwarding to host a dedicated server. There is no IPv6 support.
