I feel like it has something to do with compatibility/the fact that the game is so old.
The game will only display 1/4 of the screen. The only way I can exit it is by alt-tabbing out of it.
If I move the mouse around the other 3/4s of the screen, all options and commands or what-have-you are still there and are selectable, I just can't see them.
i had the same issue and was able to resolve it by right clicking the game in my library -> properties -> set launch options and put in "-h 1920 -w 1080" (without the quotation marks)
i saw a few other threads stating to put different screen resolutions but those didnt work for me
