The only way is to buy the original Half-Life retail disc. You can't get it with the latest Steam version.

You could put it in the game directory, but the Steam version isn't programmed to play any video files upon startup.

If you want, you can install the "Mr. Valve" intro map and type "map valve" in your autoexec.cfg. That will run the Mr. Valve map every time you start up the game:

Yea, and he could rename it to gamestartup.mp3 and put it on Steam\steamapps\common\Half-Life\valve\media

Check out HL1 on steam or your library. It should have the soundtrack as dlc.
