My guess is you're either running AMD or Intel HD graphics, yes? Sadly, neither has very good OpenGL support (although I've personally had some good luck with AMD).
The only thing I can really suggest is to run in ugly software mode, and also try using "r_dynamic 0" in the console to disable the dynamic lights.
I'm not even sure if that command works anymore on the Steam version, but it seemed to help a lot of people back in the day, so it's worth a shot.
