"no licenses" usually means you don't own the game/license for your steam account.
example: copying a steam game's files to another computer (with another steam account) will result in this error, mainly for anti-piracy.

I got the same message when I tried to claim the game directly from the "Happy 25th Anniversary Half-Life" where it says "Play for free!", so I had to claim it directly from the Store page, it worked fine
