But I would posit that it's not even the best HL1 mod for gore and gunplay; that would probably be MMod, at least according to reviews.
Instead of having a rational discussion about the product we get people shutting down any kind of counter-argument with a "it's overrated" instead of asking why it's very popular to begin with?
And to be honest I think that any popular things can be qualified as "overrated" since popularity attracts popularity which is a natural snowball effect regarding any kind of content. I could even say that Half-Life as a video game could be overrated, same with Opposing Force since it is for many much better than the original game.
This kind of "hipster" behaviour or rejecting anything popular is perhaps natural but does not make someone a better fan or a more interesting person. It's fine to not like something popular but not just because it's popular, it has no influence over its intrinsic qualities.
I'm not even fan of Echoes (it's impressive for sure but this isn't what I seek in a Half-Life mod) but I find it strange that some would qualify as overrated solely because it's "too detailed" for a Half-Life mod when it's not its only quality.

Exactly. This is why there's no point discussing Echoes' status. The answer will always be, yes, it's extremely overrated.
Your personal point of view does not systematically coincide with reality.
Instead of accepting that not everyone has the same view on something you're acting as if your was intrinsically the only correct one.
You refuse to argue because you have no counter-argument besides "I'm right" or "I disagree with your point of view" without any further explanation.
I won't continue supporting this anti-intellectual behaviour.
