How do you change the reload speed in singleplayer?
I tried rate 0 and didn't even notice any change.

I think you need to be using sv_cheats 1
and have the following in your userconfig.cfg or config.cfg

// reload time in seconds, ignore animations
reload_glock 0.3
reload_357 0.2
reload_mp5 0.2
reload_xbow 0.3
reload_rpg 0.5
reload_shotgun 0.1

Thank you. So what I did was enter in reload_glock 0.3
reload_357 0.2
reload_mp5 0.2
reload_xbow 0.3
reload_rpg 0.5
reload_shotgun 0.1

into the config.cfg file located at C:\Program Files (x86)\Steam\SteamApps\common\Half-Life\valve

Then, I opened up HL1 and put "sv_cheats 1" into the console, reloaded the save file and did not see any change in the reload speed in the weapons. I also attempted the rate "0-3500" command input in the console again and still nothing. What am I doing wrong?

What you did sounds right. Sorry about that. Now that I look at it closer that is a server-side command. it is used by Oz DeathMatch multiplayer mod. The mod is all ran from server side.
But before you give up. Try using the changed config.cfg but this time in console try developer mode.
