Portal - Portal 2: Play them whenever, doesn't matter, Portal 2 has an easter egg tied to HL2: Ep2.
Lost Coast - Play it after HL2, or don't, it doesn't add anything to the story.

Could be, I don't really remember anymore, and Valve has been making things up as they go anyway.
Portal 2 occurs after Half-Life 2 Episode 2. I like to play them in this order: HL1 > Opposing Force > Blue Shift > Decay (isn't necessary, but still) > Portal 1 > Half-Life 2 > HL2 Ep1 > HL2 Ep2 > Portal 2

Lastly there is Lost Coast and Uplink, which are both seperate experiences from their respective games and can be played at any time you want. The former comes free when buying HL2, and the latter can be either played via the original release (not recommended unless you are a nut for playing as vanilla as possible, and doubly not recommended if you are new to the series) or the mod for HL1 [halflifeuplink.com], which is a complete port but with QOL stuff like proper support for modern computers, widescreen and 1080p
Obviously this is by no means a good way to play through the franchise, especially for a newcomer. but it *is* every game in chronological order.
If you want an order of the best way to play the series:
Half-Life Uplink -> Half-Life 1 -> Opossing Force/Blue Shift -> Lost Coast -> Half-Life 2 -> Episode 1 -> Episode 2 -> -> Black Mesa (optional) Portal 1 -> Portal 2 -> Half Life Alyx
If you find yourself interested in the development of Half-Life 1, Half-Life 2, and/or Portal 1, seek out the HL1 alpha build, the HL2 Beta Mega-build, a version of the original leak in a fully playable form (expect poor gameplay and to not be able to fully play, as it is intended to play the beta by jumping from map to map, and the beta sucks ass on every single front except some cool ideas.), and the Portal Beta Mod, which is actually just a normal portal mod, rather than fixups of the original leaks as seen with HL1 and HL2.
On the other hand Uplink isn't canon.
