ALSO, Steam is not supported on Windows XP if I remember correctly.
How did you managed to install steam to begin with ?
The OP talking about the current updated Half-Life 1.
Store Page says it supports Windows XP and didn't mention anything about rolling back to Legacy version just because of your operation system.
If thats the point it should be mentioned on the Store page.

parts of the EXE being set above winXP, if you open the HL.exe with a PE editor and change these values to 4 it will let it run, you will then get other errors since XP doesn't have the API DLL's, for that you would need them from One Core but if you don't wish to install OneCore you could download just the API DLL's from their github and place them in the games directory, hopefully that helps.
