Something I did to help is whack them with my crowbar in a strategic manner.
When Hound-Eyes are charging up their blast, they can simply be whacked with the crowbar once to stop them temporarily. Do multiple attempts at this if the first one doesn't work.
If you listen closely and watch for the animations of the Hound-Eyes, it shouldn't be too difficult to pull off.
The room has five Hound-Eyes, not three. Valve really didn't pull any punches for that part lmao.
You can always hit them with the crowbar if you are brave enough, but not easy when there are 5 of them.
