Need help with my half life commands

I made a server in half life and i want to enable cheats for the server , so when i did enable the cheats and restarted the server , noclip and god do not work no unknown commands or errors in the console ,but impulse 101 works , only impulse.
by the way i am using a mod called Jumbot ( basically bots that act like players than can play cooperative , teamplay and deathmatch offline. but you have to change the game in order to play with bots.)

Noclip and God don't work in servers with

deathmatch

enabled (AKA multiplayer servers). I think you could use SteamCMD to host a server and use HLDS' console.
