I activated both pumps but the valve on the right wont make the water raise the rest of the way HELP !!!

I know, from 2017, but I'm having the same problem.

I had this problem on Sven co-op once. Your only way is to load a previous saved game (before the elevator part should be ok) and try again.

(If you don't have any saved then you're screwed).

You are supposed to turn on the other valve once the water stopped mid-way, turning both in quick succession glitches the mechanism.
