Using noclip in multiplayer listen server.

I've been trying to use the noclip mode in a listen server. I want to be able to explore portions of certain maps to find out how secret areas would open up in the maps. When I turn on the type 'sv_cheats 1' in the console command, it doesn't work. Any advice on how to get this to work?

just open the maps in the console to open them in singleplayer

I try to open them through console but it takes me out of singleplayer and puts me on the main menu with the console saying something about the map not being on the server in the console.
It works fine if I play the map by creating a server. So how do I play maps through the console? I already looked online and only half-life 2 tutorials came up and one said video the person shows you to create a server and select the map. But I know there is a way to play maps through the console cause I have seen Vinny from Vinesauce do it on hl2. So I don't know what the command is. Unless its the same as hl2. I'll try thehl2 command but if someone knows how to open maps through the console in hl1 then let me know.
