0.200 is the half-life default setting in the config.cfg file.
You can also add this to your userconfig.cfg file to see if it helps. It preallocates ram memory for only the audio to use.

You can also add -heapsize 512000 to the half-life launch options. This will preallocate 512mb. ram memory for the game to use before the game starts.
Had it with windows 8, as said above it was the sound drivers.
