What program did they use to create the vox and HECU Grunt voices?
Note: Not the Black Mesa: Source vox, the Half-Life VOX.

you could take the disney approach and combine certain sounds from the (really long) word list to make new ones
I already know that, I was asking whether or not it was voice acting, or computer generated. It seems voice acted in some places, but at the same time, it seems pretty technologically flawed in speech. Like, "A.wav" being pronounced "uh..." reather than "Aye..."

Most text to speech programs have their own quirks when it comes to pronouncing words. That being so, A.wav would make sense.

Basically, I was asking if there was some sort of text to speech program they used to produce these lines or not.

Guessing it was voice acting. If it was tts you probably wont be able to recreate it easily. All of the premade programs and websites just use the voice files from the game.
the VOX system is very much some sort of Vocoder, as suggested earlier, or some other TTS system; they probably just prerendered the individual words and stapled them together during play to comply with software licensing and/or reduce computational needs while still allowing some flexibility without having to rerender voice lines when they wanted to change something. Tracking down the actual program is going to be hard because there are so many vocoders and TTS systems out there and the original people who worked on HL1 probably dont remember or wont answer, but I'd bet you can find or tune one to be very close to the original!

i found out that the VOX voice IS text to speech, in the gmod chat, if you typed in /vox (insert text) in garrys mod it would actually play it back! i learned that from the hlvrai commentary edition im not too sure if its a mod or not.

I think the VOX is a Text To Speech program, while the HECU Grunts are (I think) Marc Laidlaw. They edited the sound files with an audio editor called "Goldwave" made by somebody named Chris Craig.

We're talking about Half Life 1, not Black Mesa Source.
And so was he. "Black Mesa" is the location that Half-Life takes place, buddy. The fact that he wasn't talking about BMS should've been obvious for a few reasons. Mark Laidlaw, for instance. He worked on and wrote for HL1, and had nothing to do with BMS. Or the Overwiki link, which covers canon HL content, and not BMS. Or the first reference in that article, which says "Half-Life game files".

EDIT: And the suit was voiced by Kathy Levin[combineoverwiki.net].

This just uses the sounds that already exist from HL1.

Yes, because Marc Laidlaw was working on Black Mesa Source. THIS IS TALKING ABOUT HALF-LIFE 1.
Text to speech is just a way to turn typing into spoken words, as the name suggest; it can be done with voice synthesis or with prerecorded words/phonemes. HL's system is nice because it has a lot of common words but can also spell out certain words phonetically if needed

The grunt voices may or may not have been done with a vocoder (a few lines are obviously recorded human voices), but the static-y radio sound is trivial to do on your own

Either way, the bizarre disconnected way of speaking really helps sell the idea of these guys being remorseless killing machines. One of the best aesthetic touches the game has. I'm not sure if this was intended by Valve-I'm sure the intention was just to make voice lines easier to do without constant rerecording-but I'm glad its there
I am too, but I guess I was hoping to find a way to make my own seamless voice lines.
I may or may not have an answer. I was searching this in the web and found something that cot my eye. Something called, "VOXGen". Now I don't know if this is right or not but maybe we're on to something.
