What program did they use to create the vox and HECU Grunt voices?
Note: Not the Black Mesa: Source vox, the Half-Life VOX.

I'm not so sure about that. Some words like "in" and "kill" are way too short, and on their own aren't that easy to understand. It sounds to me like being limited by a text-to-speech program, I could be wrong, but that's my observation.

Only thing I can find is vocoder, and I'm pretty sure that's just a thing that edits pre recorded audio.

It most likely is you being wrong since you're a bit limited in the experience department, voice actors are always doing multiple takes of different lines sometimes even the same lines multiple times a day, once the lines are recorded an editor takes the lines and in the case of the military personal applies a filter over the lines to make them sound like they are coming through a radio.

I meant a program for new words in the same feel. Not already existing sounds.

I know I'm kind of late to this, but I wanted to post this because of a discovery I made in the game Star Wars: Starfighter. There is an audio file in the game called "default.wav", and it was likely used as a placeholder or an error handler if a piece of audio is unable to load. The audio file contains the voice of a man simply saying "default," though it caught my attention, and I think it'll catch yours too: https://drive.google.com/file/d/1oIeMSJxzZ-3m6XColqwBc_Dhe_3AQ_U0/view?usp=sharing

It sounds fairly similar to the VOX, and because the VOX has no audio in Half-Life 1 where they say "default," let alone one where artificial reverb is added, that leads me to three possible conclusions:

1. The VOX is a text to speech, and it was used by Valve and Lucasarts/Blitz Games to be used in Half-Life 1 and Star Wars: Starfighter (and actually its sequel, Star Wars: Jedi Starfighter as well)

2. The VOX wasn't a text to speech, and a voice actor provided the lines for both Half-Life 1 and Star Wars: Jedi Starfighter (to just say "default"?)

3. The VOX was maybe a text to speech, as no valuable evidence could prove that "default.wav" and the Half-Life 1 VOX are the same person or text to speech voice.

Honestly, I don't really know the answer and I won't pretend to; even if the two voices sound similar, there really is no confirming if they are the same, let alone if they are text to speech or not. I just wanted to offer this up in case anyone had any thoughts or if there were also people that think this may be the same voice.

I'm not sure if it is the one used in Half-Life 1, but Microsoft Sam is a text-to-speech generator that sounds very similar.

The vox voices are just a bunch of sound files for different words strung together in-game
