Back before Blue Shift, Barney was just a random NPC. They just spread copies of him everywhere and that's about it. Same applies to Isaac Kleiner (Walter) and Eli Vance (Simons).

In Half-Life Kleiner is mentioned and the same thing happens in Half-Life: Decay. His name was mentioned. In the Barney case, Barney is the guy that is hitting the door when Half-Life starts.
While what you said is true, I don't understand why did you missed the fact that one of all those barneys is the real Barney Calhoun. And you should know that in any case Barney was a formal character concived by VALVe at it's time, despite the fact his name came from the NPC's. Gearbox made the game for this character, and VALVe wasn't very happy with the results. With all, despite what VALVe thought I like a lot Blue Shift but I understand that Barney's personality is quite different in Blue shift compared with what we saw in HL2, and I think this is the main reason to understand why VALVe wasn't very happy, is evident that VALVe concived Barney like we saw it in HL2 since the beginning.
