As for the rest, perhaps they got some help from the Pentagon as they are a defense contractor.
Information shown in Portal 1 shows that BM recieved ALOT of Defense department contracts, so my guess is that the issue of money wasn't that big for them, at least at first, but by the time of the incident, there were a number of constant problems that could have meant hard times for them, only for a wrench to be thrown into everything by the incident.
Black Mesa does not own Apaches. They work closely with the US military as they are a major defense contractor.
Plus I seriously doubt it would be over double the entire US GDP in the year 2000.
