are there any mods that make this game better either gameplay, graphics or just complete overhauls

I do NOT believe so. This Deus Ex was marketed to a teenaged console audience. A Quick hit gimmick to capture XBox Players. This one was nearly completely ignored other than using it to HD the original somewhat.

DX:IW Mods:

Visible Upgrade - Fixes a lot of resolution problems, desktop loading problems, and other stuff. Must have.

Unified Texture Pack - For better & high-res' textures & character models, use this. Full version of Visible Upgrade does contain this pack.

Other Stuff that can help:

DXVoodoo - You might also need to install this into your DXIW\System folder, to get better performance & not have issues with DirectX. This is an older DX game, so...it can help to use them; and can force the game to actually use the GPU. And PC Gaming Wiki does recommend you use it along with Visible Upgrade.

Borderless Gaming - DX:IW had some weird issues in fullscreen at times. So, if Visible Upgrade ain't solving all your issues, run this in the background. Could take care of other weird problems w/ trying to run the game fullscreen and all.

Visible Upgrade is a must. You need to install that, to get around tons of issues. You can tweak a lot of stuff right in there.

The best mod would be just installing Deus Ex and playing that instead
