PC 2 is very arcadey, I don't understand your comment. Maybe 25% of the cars drive anything close to realistically in PC2. The AI is trash too.
Gran Turismo paid for exclusive rights to it.
I'm OK with it, RX is already one more discipline than I personally would like the game to have, so I'm happy with more focus on rally.
It's a public road. The rights for the course itself can't be sold.
Whether they will or not is another matter, but they would be perfectly within their legal rights to make the course and call it something like "Colorado Mountain".
