To avoid him, just circle around the room slowly and jump when he's about to charge at you. He'll miss as long as you time it right. Strafing to the side works, too, if you have the room.
When doing your usual routine, keep the dogs position in mind at all times, and ensure you have a clear exit strategy, even if it's only ducking around a corner. Be careful about this though, because you'll want to know when to start dodging its charge, and you don't want to turn a blind corner only to find about to run into your face.
Other boss-like 'core' entities have their quirks too, but dog is tricky because you can't stagger or stun it, but it helps to train you on how the play-field gets restricted based on the entities in play at any given time. That's something that will become an increasing element from here on out. Whenever you hear the loud noise of a core entity spawning in, that's when you know you need to switch up your play (and each noise is slightly different signifying which core-entity just spawned).
Good luck!
