Can not look around when in Tank commander seat, or when driver/passenger in trucks.

Anyone ever have a problem with not being able to look around when in vehicles? For example I can no longer look around as a tank commander, I can't swivel my head as a passenger/driver in trucks, etc.

I've googled the issue and there seems to be people who have the same problem, but not a lot of help out there for how to fix it. One person tied the issue to screen resolution, which doesn't fix my issue. Another person tied it to mouse sensitivity, and reset all controls to defaults, that too did not fix my issue. Been wracking my brain trying to solve it and I kind of maybe think its tied to the fact that you can use a controller now with the game but I cant seem to figure out how to flat out disable controllers as an option.
