Installing stuck at 0% after upadate
i restarted steam, windows, nothing works, it's stuck there

Same! Downloaded fine but now stuck at 0% when installing. Has been 0% for 30 minutes.

Try clearing your download cache. Or changing to another download server.

Hey all,

Sorry to see you're having some issues installing Hell Let Loose following the update!

Can you please try to clear your Steam Download Cache as suggested by @Samtaro? To do this:
  1. Open your Steam client and click on Steam in the top-left of the window
  2. Select Settings
  3. Go to Downloads in the left-hand panel
  4. Scroll down to Clear Download Cache and select Clear Cache
  5. Then click on Confirm
  6. Then restart your Steam client and retest the game
If you are still having issues installing the update please make sure that you have enough space on your system for the update to install.

The way Steam installs files is by setting aside the whole package as a reserve on the disk - Hell Let Loose will need to reserve the full disk space for the new content and the content you already own (around 46GB in total) whilst installing the update even though once downloaded it will only take up the additional update space on your system - this is to prevent any issues with your original install file.

If you do have enough space on your system and are still having issues installing the update following us, please do let us know and we can investigate further.

Why does it have to work this way for HLL? It doesn't work this way for other games. Couldn't you at least show an error message if there is not enough free space instead of just freezing and frustrating your players?
Also, I have done all of the advice listed here but it still gets stuck at "0% installing". I have cleared download cache several times. I have verified integrity of game files several times. I have more that double the required free space on disk.
Do I really have to fully deleted and re-download the entire game after each patch?

Very frustrating :(

This is how Steam/Valve installs updates for games on their platform, this is done for many titles not only Hell Let Loose.
Unfortunately, we're unable to advise any further on this as mentioned this is done by Steam/Valve, not ourselves.
