Basically, HLL is very demanding on the CPU, and your laptop is not up to snuff with the game's minimum requirements (mainly the CPU).

RECOMMENDED:
Requires a 64-bit processor and operating system
OS: Windows 10 64bit
Processor: Intel Core i5-8400/AMD Ryzen 5 2600X
Memory: 16 GB RAM
Graphics: NVIDIA GeForce GTX 1060 6GB /AMD Radeon RX 590 8GB
DirectX: Version 11
Network: Broadband Internet connection
Storage: 30 GB available space

Those are recommended specs. The game is almost 4 years old and built off Unreal 4 Engine. What you are getting is server side lag spikes/rubber banding. Micro stutter/FPS issues can be fixed a number of ways. Official Servers are having issues due to load from all the new gamepass players.

Jester me all you want, but server lag would be the same all across the map, not different depending on the location on the map like OP has stated. I believe OP meant to say FPS drops and stuttering instead of lag (again different location, different "lag" as stated), which the 2.1 GHz 4 P-core CPU that barely meets the minimum requirements (GPU too) and the game's less-than-stellar optimization (although I have to give credit to T17, they've made progress BM wouldn't/couldn't) would explain that.

It's now up to OP to say what they meant by lag.

Mmm, that i7 of OP has 12 cores.. his processor exceeds the recommended specs quite a bit. It think the trash 3050 (mobile version is even crappier) is the culprit. Lowering the graphics settings and turning DLSS on if the game supports it would be my advice.

CONFIRMED:
same setup 4070, 5800X3D, 64 GB DDR4 3200 CL16 RAM (lag and stutter since some days)

--> just had some problem free rounds again till today, try clear out the steam download cache

--> i still need to ALT-TAB out of the game and then just bring it up again, to get full MHz usage on the GPU for some reason
