vote kick's "abuse" too common used wrong way

i wan to see more rules when you can start vote kick. Im seen too many times pop up windows for vote kick. And no idea what it is for. Must be "personal" matter, small things.
that vote kick is too easy to use wrong way. If you teamkill someone maybe your mental is not right to start vote kicks at all in that round. Maybe player should be 50lv to start vote. One player should not have rights to start more than 1 vote. Thanks.
