Sorry to hear you're having this issue.
Can you please go to your display settings and check which display is set as your main?
You can find this by going to your windows search bar and typing 'display' in.
The displays can be changed in the top section that says 'rearrange displays'.
If you scroll down there is also a section to extend display or duplicate, please make sure this is set to extend these displays.
Please also try running the game as an administrator:
- Right-click the game in your Steam Library.
- Go to Properties then the Local Files tab.
- Click Browse Local Files.
- Locate the game executable (the application).
- Right-click it and go to Properties.
- Click the Compatibility tab.
- Check the Run this program as an administrator box.

Setting the application to run in administrator mode seems to have corrected the issue by in large. Though, if the application is launched and it isn't the focus, Steam will sometimes stay out in front, it will switch to the second monitor when the application is brought to the front after the splash screens play. This problem doesn't occur if I make sure the application is the focus before the splash screens end.
An odd thing occurs when the application launches on my primary monitor though. The resolution or aspect ratio isn't correct. My primary monitor is an ultra-wide, the native res is 5120x1440. The game runs well enough at this res and aspect but only after I go into the options menu and hit the apply button; the resolution is already set, it just doesn't seem to be applied when the application launches. Obviously, this is a minor issue, but I thought it may be something you would like to run down.

UPDATE:
While I can get the game to display on the monitor I want I am still having some issues. At times the game seems to not recognize mouse inputs on the right side of the screen while running in full screen or full screen windowed mode. This seems to happen after a map ends mostly. When I click on the right half of the screen the game loses focus and then also starts displaying on the second monitor.

Exactly what are both of your monitor models, please?
What resolution are you using in-game and in your display settings?
Can you please also send us your DxDiag information via the steps below:
- Hold down the Windows Key and press R, the Run dialogue should appear > Type dxdiag in the available text field > Click OK
- Click Save All Information > Save the file DxDiag.txt to your Desktop so it is easy to find
- Copy the link to your post

I'm having the exact same issue.
My main monitor is 2560x1440 and my 2nd is 1920x1080. The game defaults to the 2nd one even at 1440p.
I already tried the workarounds mentioned in this thread.

Can you please test using a 1080p resolution and see whether the issue resolves?
There are currently some issues with ultrawide monitors so we wonder whether it's to do with the resolutions.

Keep in mind that 2560x1440 is not ultrawide, is the same 16:9 aspect ratio as 1080p.
The only way that I found to make it work is using Win+P and disable the second screen, then starting the game and, with the game already running, Win+P again to extend back the screen.

Are you running anything in your Steam launch options for the game?
If so, can you please remove these and test the game?
Can you please also try going back to your display settings in Windows and tick the box that says 'make this my main display' under 'multiple displays'?

I usually run -dx12 but I have already tried with no parameters and I get the same result.
The 1440p screen is already the main one and it's ticked in the windows settings

Sorry, it's been a while. I just wanted to report that I found a fix to the problem, in case it helps someone else.
Previously my main monitor was using the windows update auto-detected driver. So I went to LG's website and downloaded the specific driver for my monitor (model 27GN850-B).
After installing, the issue appears to have been resolved.
It weird because I never had any issue with any other game but... I'm glad it's working now.
