Sorry to hear this - you mention that you have tried other solutions, would you be so kind and list what you have already tried? That way we will not be wasting your time by offering troubleshooting steps that you have already attempted.

1.I updated my NVIDIA GeForce driver.
2.I saw in another discussion to update Razer Chroma.
3.I uninstalled and re installed the game multiple times.
4.I uninstalled the movies file.
5. I've done the things that you have told me to do
any game that launches with the easy anti cheat at the very beginning has the exact same problem as HLL. so i have a feeling that it has to do with easy anti cheat.
hopefully this will resolve the problem.
Thanks for that - let's see if we can try some EAC troubleshooting steps instead:

Had the same problem just recently. The game was showing the splashscreen and after this disappearing Steam said the game was running. No game no icon in taskbar. Apart from a very small executable showing in task manager nothing happened.
During reboot(game and machine itself) retries while the game was still running I randomly got an error messages from EasyAntiCheat. It complained that there was an untrusted DLL-File "physxupdateloader64.dll". Went to the NVIDIA Website and updated PhysX.
Result: Game is starting now without any issues.
Wondering if the Game or the Cheat-Engine could be more elaborate with error messages. Feels like this was very lucky/random to find out.
Thanks for sharing your solution with us!
We're glad to hear that you were able to resolve the issue.
