Sorry to hear that you are having this issue. Would it be possible to see your system information so that we can try to assist further? To do this:
- Hold down the Windows Key and press R, the Run dialogue should appear > Type dxdiag in the available text field > Click OK
- Click Save All Information > Save the file DxDiag.txt to your Desktop so it is easy to find
- Open the .txt file, copy all the contents > Paste all the contents to a free text hosting service such as http://justpaste.it, http://textuploader.com or http://freetexthost.com
- Copy the link to your post

Thanks for that - we cannot see anything wrong with your system that would prevent you from playing. Would you be able to test the game with the following files added to your Anti-Virus/Firewall as an exception?

If you have deleted the Certificates folder, then we would highly recommend you to restore the game files. To do this please right-cling on the game, choose Properties, choose 'Local files' and press 'Verify integrity of game files'.
Can you please confirm to us what antivirus / firewall software you'r currently using?

Ensure you can access our Content Distribution Network by following these links.

You should see the message: '200 - HTTP OK'Whitelisting/Excluding Hell Let Loose
Depending on your current installed anti-virus, please add Hell Let Loose to the expectations list, for example:
Avast[support.avast.com]
AVG[support.avg.com]
Stop all unnecessary background applications
As the title suggests, please close every application that is not needed and retest.
