3. At the bottom paste in:

Culture=en
4. Save file
5. Follow this directory: C:\Program Files (x86)\Steam\steamapps\common\Hell Let Loose\HLL\Saved\Config\WindowsNoEditor
6. Open up Engine.ini
7. At the bottom paste in
[Internationalization]
Culture=en
For German change 'en' for 'de'
8. Save file
9. Boot up Hell let Loose
*Appdata may not be visible for everyone. They may need to make it visible via accessing the 'show hidden files and folders' option on their pc
**The layout seen in the image of where to paste it is important
***Game cannot be running while doing this as when it closes properly it will revert
****If the folder directory is different, it's still the same principle with a different starting letter
I was able to change the language of the game by only doing the steps 1 to 4, so changing it in the Steam dicrectory as well wasn't necessary for me. But I still wanted to mention that the folder did not exist there for future reference maybe.
